Embedding Data Protection in Health Care – Public Health Sector

The Department of the Flemish Government of Healthcare is the service that manages and improves public health services. It oversees the planning, development, and delivery of healthcare policies and programs, making sure that Belgian citizens receive the most safe and effective care they need. Given its national scope and responsibility, the department handles numerous volumes of sensitive data protected under strict regulations such as the GDPR. The data can range from individual clinical data to population health statistics.

A standardized approach for managing data privacy

With increasing digital transformation and the rise of data-driven decision-making, the department faced challenges to embed data privacy and security into their new and existing initiatives. There was need for a standardized and scalable approach for managing data privacy. Without clear guidance and integrated processes, there was a high risk of inefficiencies, delays, or non-compliance in handling sensitive data.

Our Approach

To address these challenges, Infofarm worked closely with the Department of Healthcare to embed privacy and security into the foundation of its data operations:

  1. Data Privacy Processes: Infofarm introduced a standardized privacy process that is now a mandatory part of every new project or use case. By embedding privacy considerations early in project lifecycles, the department can proactively identify and manage risks rather than reacting to them later.
  2. A Compliant Data Platform 2.0: Infofarm offered guidance during the design and implementation of the department’s next-generation cloud data platform. Our role was to make sure that the architecture complied with all data privacy and security regulations, while remaining scalable, flexible, and aligned with future data needs. This includes implementing strong encryption practices, data masking techniques and RBAC (Role-based access control).
  3. DPIA (Data Protection Impact Assessment) Support: Lastly, Infofarm provided hands-on support and guidance to teams during the creation of several DPIAs. This helped standardize their approach and build internal capability, making sure each DPIA was compliant and aligned with legal and organizational expectations.

The Impact

Infofarm’s work has brought several long-term benefits to the Department of Healthcare.

  • By embedding data privacy at the outset of each project using a standardized process, the department is now better equipped to handle sensitive data of Flemish citizens in compliance with regulatory requirements.
  • On top of that, the new design for the Data Platform 2.0 offers a secure, scalable foundation for future innovations. Designed for the cloud and aligned with the latest data privacy and security standards, the platform will be able to process sensitive data- such as health records of Flemish citizens- in a controlled, compliant environment.
